But the Power of the monarch is limited by Parliament which is made up of the House of Lords and the House of Commons. Members of the House of Lords are appointed, and Members of the House of Commons are elected by the people. Parliament makes laws. The head of the Government is the Prime Minister, who is the leader of the party in power.
