в этом предложении есть слово there = там, то есть имеется в виду какое-то определённое место, и артикль в данном случае указывает, что речь идет о конкретных людях в том месте, а не людях вообще.

про множественное число: не путайте, . это неопределенный артикль "a" нельзя использовать во множественом числе, а определенный "the" — можно и иногда нужно.
